Details are emerging of how powerful forces are planning to impeach deputy president William Ruto on grounds of alleged misconduct. Insiders within the plotters indicate last week’s happenings during a cabinet meeting where Ruto was openly attacked by ministers as part of the impeachment process.
During the hostile cabinet meeting never witnessed in Kenya, tempers flared as cabinet ministers openly attacked the second in command as Uhuru listened carefully at times taking notes. All this time, it is said Ruto listened attentively, holding his cheek with his right hand. He also, like Uhuru, took notes. A cabinet secretary from Nyanza is said to have challenged Ruto to resign if he felt being cheated in the Jubilee leadership. The bone of contention being, instead of the cabinet speaking as one in the spirit of collective responsibility, Ruto had declared war on a section in the cabinet. Ruto in the current cabinet does not get on well with Fred Matiang’i (Interior), Eugene Wamalwa (Devolution), Mutahi Kagwe (Health), Peter Munya (Agriculture), Najib Balala (Tourism) Sicily Kariuki (Water) among others.
After the Covid-19 Kemsa scam exposure, Ruto challenged Kagwe to resign from the cabinet. For Matiang’i, the DP has never stopped attacking him and his principal secretary Karanja Kibicho. He blames the two for being used by deep state and dynasties to block his 2022 presidential bid. With the cabinet calling for his resignation, the move will play a key role as among the reasons for the Ruto impeachment petition. Another ground for impeachment is the ongoings in Jubilee. Ruto is accused of fronting a parallel Jubilee Asili within the ruling party. A week ago, the splinter group was at the party headquarters when Uhuru was on a begging trip to France. The move was seen as a coup and embarrassing the head of state while on a foreign tour. Ruto blame being, as a Jubilee member and deputy leader, he is rocking the party from within.
The chaos that led to two deaths in Kenol Murang’a county is to form part of the impeachment petition. Here the DP is accused despite taking an oath to protect the lives, of Kenyans, he is linked to bloodshed and loss of life. Economic sabotage is another ground according to an insider well versed with the impeachment plot. Here the DP is accused of engaging in early campaigns, raising the political temperature with investors getting worried 19 months to the election. The DP is also accused of creating a rift between the haves and have nots using his hustler movement. The hustler movement has created fear among the rich ahead of 2022. Indeed, those in the know say that this is the key reason Ruto is now being fought tooth and nail.
For eons, the poor of Kenya have remained without a defender with barefaced pretenders taking advantage of the poor with fake promises. Now the fear among the bourgeoisie is that Ruto is opening the proletariat’s eyes and their applecart is going to be upended by the poor. Question is, are they too late in the day and is it not making Ruto a martyr of the poor if they continue persecuting him as his followers see it? The long list against Ruto that smacks of giving a dog a bad name and hanging it also has disrespect for the president and corruption-related matters. Ruto impeachment is planned in three phases. First is to be undertaken by the Jubilee party mechanism. Here the DP is to be expelled thus being rendered partyless.
Already lawyers are working to interpret what happens if the DP is expelled as per Kenya constitution and that of Jubilee. It is imperative to note, the office of deputy president is enriched in the constitution and well protected. Unlike in the old constitution where the president could fire his vice president at will even on roadsides, the current one gives circumstances under which the holder can be removed. Those who have been keenly watching Ruto’s body language will have noticed that he has of late become edge and easily irritated. But what is disturbing the Ruto is the realization that the Uhuru and Raila have hatched a plot to use looming constitutional changes to kick him out of the presidency.
To complicate matters for the second in command, Raila and Uhuru plan to marshal over 270 MPs to pass the constitutional amendments, a move that has alarmed the deputy president. Already, the two leaders have wooed over 200 MPs and by the time the amendments are tabled in the house, they will have wooed over 270 MPs to hit the two-third constitutional requirement. In the elaborate plan, Ruto will be sacked to pave way for Uhuru to form a government of national unity once the referendum is successful. According to sources, the Uhuru-Raila axis plans to push Ruto to the corner.
The third strategy is to intimidate Ruto’s key backers to ensure most elected leaders, including governors, troop to the government side. Some of Ruto’s backers who have tasted the state’s wrath include MPs Moses Kuria (Gatundu South) and Alice Wahome (Kandara). Kuria is staring at a jail service after the government approved his prosecution for misusing constituency development fund kitty while Wahome is on the spot for allegedly stealing money belonging to the late Mbiyu Koinange family. With time running out fast on the Uhuru administration, there are those in Ruto’s camp who are ready to pay the price in the short run as they are sure their man will form the next government and have their sentences reevaluated if they will have been jailed.
“It’s the beauty of power. Power doesn’t belong to any one’s mother,” said an MP from Central who added that the not-so-distant departure of Uhuru from power is emboldening them by the day. Nairobi governor Mike Sonko and his Kiambu counterpart Ferdinand Waititu, who had expressed support for Ruto, are also fighting graft cases in courts. Bahati MP Kimani Ngunjiri and his Kiharu counterpart Ndindi Nyoro are also on the state’s radar. Last week Kimani was ordered to surrender his firearms while Nyoro was arrested a month ago for assault. It is the same case with Ruto’s point woman at the Coast, Malindi MP Aisha Jumwa who is battling a murder case she believes was engineered by the government to intimidate her for supporting Ruto.
