The homecoming party for Kakamega Governor Wycliffe Oparanya following his election victory as the new chairman of Council of Governors will cost Sh10 million.
Of each of the 60 wards in Kakamega county, 20 delegates are invited bringing the number of total delegates invited to 1,200 who are among the invited guests at the party. Each will be paid Sh500 to attend the function at his Butere residence. About 60 buses are hired at a cost of Sh20,000 each to ferry the delegates.
Apart from delegates from the wards, all MCAs are invited including local MPs. Sources say MCAs, county executives and senior officers are all invited. We could not establish if they will be facilitated to attend but our informer did not rule it out.
The budget for food and drinks ran to Sh5 million including hiring of tents and chairs. Weekly Citizen has established that Oparanya wants to use the event to position himself in national politics and in Uhuru Kenyatta succession game plan. Those well versed with his election as chairman say that Deputy President William Ruto secretly played a key role and instructed Governors allied to him to back Oparanya.
Oparanya who is ODM deputy leader is among former senator Bonnie Khalwale says together with Bungoma senator Moses Wetang’ula visit Ruto at night.
Although Oparanya election as CoG chairman was seen to have the blessings of ODM leader Raila Odinga and President Uhuru Kenyatta, the truth is that it was the brainchild of Ruto handlers.
Oparanya plans to overshadow Amani National Congress party leader Musalia Mudavadi in Luhya politics by virtue of coming and being in-charge of the large county.
We could not establish how much Ruto contributed to the homecoming party but Weekly Citizen has found that the deputy president was aware.
Those said to have funded the function include a Kakamega based Asian tycoon Ramesh Kotecha, the owner of Midland Emporium. Midland is linked to importation of fake goods in the country and tax evasion.
Ramesh has landed lucrative tenders in Kakamega county running into billions. The construction of Bukhungu Stadium was linked to him.
Another sponsor of the event is a one Obulunji from Sakala area. Obulunji was just a poor man years back but has made a fortune since Oparanya became the governor of Kakamega. His firm Zedema Constructors enjoy road tarmacking tenders. Already, questions are being raised as to why Zedema is awarded contracts without tendering as required by the law.
Sources within the county finance department claim that since Zedema started work with the county, it has been paid to a tune of Sh5 billion. Oparanya is said to be a silent director in Zedema together with his ally and business associate Sir Rodger Martins. Martins is linked to multi-million shillings Oparanyacare scam.
