Governor Alfred Mutua’s recent reshuffle within county executive committee has generated heat in the county, scuttling political matrix in the county’s administration. Not spared in the changes that many say were due to the influence of county First Lady, Lilian Ng’ang’a, MCAs who now smell a rat.
Before the reshuffle, Mrs. Mutua who celebrated her 35th birthday on June 22 covering 35 kilometres marathon, had warned her aides to expect a shocking reshuffle. The governor had joined the second half marathon in covering 35 km run from Mua Hills to Kaseve centre. She is the second wife of the governor after he separated from his first wife, Josephine, now in Australia. During the reshuffle, Morris Aluanga, one of the frequent visitors in Mutua’s official office and private residence was moved from the plum roads, transport and public works docket to water, and irrigation. Aluanga is one of the CECs said to swim in millions of shillings and Mutua had a lot of confidence in him. Talk in town is rife that Aluanga using his fortunes was engaged in an illicit love affair with a lady calling shots at the county. Aluanga docket has been taken over by Naomi Mutie, with whom they swapped the slots.
Francis Mwako was moved from trade, industrialization, innovation and tourism, youth, sports and culture. Ruth Mutua was moved to education, skills training and social welfare. Titus Kavila was suspended as minister for county administration and decentralized units on claims of sexually harassing female workers. But when contacted, one of Kavila’s aides dismissed the allegations as the gossip of the highest order. It is claimed that Kavila differed with Mutua after they moved to the newly constructed county headquarters, and money issues cannot be ruled out as having taken the centrestage. Kavila has been suspended for two months and the possibility of his return is minimal, going by Mutua’s recent outbursts in a private meeting.At the meeting, Mutua is said to have said Kavila is one person who ate food with both hands forgetting he was sharing with others. Lazarus Kivuva is now the acting county administration CEC. Kivuva was at the helm of education.
Ruth Mutua is now at education with Kivuva apart from acting as county administration units moved to trade industry and innovation ministry. James Kathii, the county legal officer has been nominated as county member of Mutua kitchen cabinet. He is to be vetted by the county assembly MCAs. Talk is rife, the governor has reached friendly MCAs to clear Kathii. Carlos Kioko the chief officer youth and sports was moved to the office of county secretary in a similar slot. James Mutunga chief officer forensics and inspectorate services was demoted to trade, industry and innovation. Mutunga while in charge of inspectorate services was known to be in charge of a cartel out to mint thousands from businessmen operating within the county. Robert Maitha chief officer administration and decentralized units doubles up as chief officer inspectorate. Victor Muniafu who is the acting chief officer of tourism and culture has another responsibility as youth and sports in an acting capacity.
